Whereas the Gavilan Joint Community College District and the Gavilan College Faculty Association (GCFA) have committed to interest-based bargaining principles in the conduct of their labor negotiations, we have achieved the following table agreement:

Contract Length

3 years;

Compensation plus two non-momentary openers for 08-09

Mutual re-openers: 3rd Flex Planning Day and PT reappointment/seniority.

Desktop computer standards outlined; changed from "access to" to specific pc standards equal to student-lab standards

2007-2008 -approved by membership and Board of Trustees May 2006
2008-2009 – Fall start/end (9/3 to 12/21); September 2 Mandated Flex

Spring start/end (1/28 to 5/22); January 27 Mandated Flex

March 6 Mandated Flex – provision sunsets June 30, 2009

Flex Days increased from 7 to 10 per COCCC approved compressed calendar:

2 mandated days sponsored by district; 8 days on faculty (07-08)
3 mandated days sponsored by district; 7 days on faculty (08-09)
3rd day is a test - provision sunsets – reopens per faculty evaluation

Evaluations

Forms updated by the Staff Development Committee (to be completed fall 07)
Observations of Faculty must be completed by 12th week of instruction (vs. 14th)

Full-Time Salary

COLA added over 2006-2007 salary schedule; current estimate: 4.53%
COLA on all stipends; current estimate: 4.53%
(actual COLA to be determined by COCCC per State budget settlement)

Part-Time Faculty

Mileage Reimbursement clarified per IRS rules and to be in PT contracts
Sick Leave Standards (weekly contact hour x 1= sick leave hours per term)
Seniority/Annual Reappointment- mutually agree to open discussions again 08-09
STRS – service credit reporting will comply with STRS computational requirements, and stated in GCFA Contract per EdCode requirements.
Professional responsibilities embedded in salary schedule (office hour = 1hr per 3 unit course per week; pro-rated flex = two hours of flex per unit per semester)
Salary Schedule – goals are market competitiveness & parity- see tables presented at meetings; tables not yet available for publication; 56% parity achieved
Salary Schedule – adopt PT/overload Lecture schedule Steps/Tracks modeled on Full Time Schedule – pay rates increase 4.53% - to 34%
Salary Schedule – retain current PT/overload Lab rate scale – pay rates increase 6% and hourly-rate-divisor changes from 18 to 17.34 also resulting in pay increase
Contract language cleanup - Editing corrections – Recognition Clause per PERB

Non-Credit Salary

6 % increase over existing (2006-2007) salary schedule

Side Letter of Agreement

Clarifies EdCode provision that ancillary duties & stipends given to part-time faculty are not computed as additions to teaching load, and therefore do not jeopardize assignments per the 60% rule
